What is a Voter Registration Drive
A Voter Registration Drive (VRD) is the distribution and collection of voter registration applications by two or more persons for delivery to the county clerk and recorder.
The VRD Team
VRD Organizer is a person who organizes a voter registration drive in the state of Colorado. This person does not need to be a resident of Colorado. Responsible for training agent and circulators, assigns circulator IDs, and maintains records.
VRD Agent must be a resident of Colorado and is the organizer's representative in the state of Colorado. Helps with organizers responsibility. (May be same person as the Organizer).
VRD Circulators. Individuals who distribute and collect VRD applications and return them to the VRD organizer.
A VRD is responsible for ensuring that the following crimes do not occur: Fraud - Intimidation - Mishandling of forms - Misuse of Confidential Voter Information - Failure to deliver applications.


How To Set Up A Voter Registration Drive
Go to the Secretary of State website and follow directions to “Start A VRD”

Step 1 - Create an account on the SOS eLearning Portal.
Under “Elections Training,” select “Voter Registration Drive (VRD) Training” and click Request Training. The program will then be in your training.
If you already have an account, click “Login Here”
Step 2 - Complete the VRD Training in the State of Colorado Learns Portal.
You will go through 4 online classes delivered in a PowerPoint slide style. Each class is followed by a short test. There is no time limit on classes. The test requires a 100% score to pass. You may take tests as many times as needed and can go back and review classes. The whole process will take about an hour and a half.
Step 3 - Submit the Statement of intent and training acknowledgement.
Download and fill out the form, found at the SOS website mentioned above, and mail it in to the SOS address on the form or email it to vrd@coloradosos.gov.
Upon Approval
You will receive an email stating your VRD has been approved. The email will contain your unique VRD number and important links to order forms and access information. Save this email. You will receive a 2nd email containing information on how to use your unique online VRD URL. Save this email as well.

How To Register A Voter
Train your Circulators
The Organizer or Agent (directed by Organizer) will train Circulators to register voters. Use the training outline found on the SOS VRD page. Complete the Circulator Acknowledgement Form, also found on the SOS VRD web page, and assign Circulator a unique 3 digit number. Organizer should maintain this form in his records.
You may use the “Colorado Voter Registration Drive Form (110)”
This is the recommended form for VRDs to use. You can order these forms from the SOS website, linked to in your approval email, in quantities of 250. You CAN NOT photo copy this forms! Back of form has FAQ/Info.
Filling out the form
You must write your VRD Number and assigned circulator number in the space provided on the top right corner of the form.
Have the individual fill out the form on their own, unless the applicant requests assistance. Use black or blue ink, do not mark or highlight form.
Verify eligability - U.S. Citizen / 15yrs old / Colorado resident 22 days before election
Identification - Individual MUST present ID. Colorado drivers licence or ID should be used. If no Colorado ID a social security number may be used. Only the last 4 numbers are needed. If no Colorado ID or Social Security number see www.govotecolorado.gov for a list of acceptable forms of ID.
MUST complete all fields marked required. Must sign and date.
Do NOT coerce anyone into choosing a political party.
Ensure that the form is complete and correct before applicant walks away.
Do NOT let anyone walk away with a 110 form containing your VRD and Circulator ID!
If an applicant gives you an incomplete form they will not be registered. However, you MUST turn it in to the appropriate County Clerk.
Voter registration forms must be submitted to the appropriate county clerk within 15-business days from the date the form was signed, or if mailed, the envelope must be postmarked within 15 business days from the date the form was signed. Or by deadline, which is 22 days before an election.


VDR Strategies
THE QUESTION: Are you registered to vote in the State of Colorado at your current address?
The Direct Approach
Set up a table or booth with the specific purpose of registering new voters. NOTE: As a VDR you are required to register all people who approach your booth requesting to register. So choose locations where you will encounter people who support your values. Find events or festivals where can set up your VRD. Also look for locations like Churches, shooting ranges, gun shops, or other places the crowd your looking for may be. You may be able to set up in public locations such as parks and sidewalks (check local regulations).
The Indirect Approach
Join an organization or group at an event and ask "the question" to specific individuals who show interest at their booth or who approach them. Alternatively, with permission, attend their meetings or events and pose "the question" to attendees. This is great for organizations with a VRD.
The Personal Approach
Ask people “the question” Wherever you are. Ask your family, friends, neighbors, coworkers, and anyone you meet… who will support your values as a voter. The BAIT method: Wear an item of clothing, have a sign, or an item that will attract conversations with the desired crowd. EX: Wear a Gadsden Flag shirt, someone says “I like your shirt”, you ask “what do you think of the direction our elected officials are taking our state?”, they say “they’re doing a terrible job”, you ask “the question”.
